The rapid growth of energy storage market demand has overwhelmed enterprises.

Thanks to the full-chain planning of Dalian High-tech Zone to promote industrial innovation with scientific and technological innovation, the park's 10 billion yuan energy storage industry chain represented by Rongke Energy Storage has begun to take shape, and many "world firsts" in the energy storage field have been born. With the acceleration of scientific and technological innovation and the implementation of R&D results, Dalian High-tech Zone is galloping on the energy storage industry track.

Industry faces development opportunities

"As a new field, the energy storage industry is facing important development opportunities." said Wang Xiaoli, general manager of Rongke Energy Storage. The energy storage industry is an important sub-sector for developing new productivity and cultivating future industries. In Dalian High-tech Zone, the energy storage industry has the advantages of a long industrial chain and industrial agglomeration, and has become a new growth point for the clean energy industry.

"Dalian High-tech Zone actively plans the development of clean energy, actively guides the construction of landmark projects in the industry, actively promotes the construction of clean energy science and technology innovation platforms, and strives to achieve more fruitful results in fuel cells, energy storage technology, and hydrogen energy applications." Du Yan, member of the Party Working Committee of Dalian High-tech Zone and deputy director of the Management Committee, said.

In the past three years, Dalian High-tech Zone has planned the layout of the "1+8" industrial development direction such as clean energy, actively promoted the research and development and industrialization application of new energy storage-related technologies, insisted on promoting industrial innovation with scientific and technological innovation, and provided precise policy guidance and scientific and technological innovation service support. In 2024, Dalian High-tech Zone clearly proposed to expand the clean energy industry, and vigorously develop clean energy industries such as hydrogen energy and solar energy based on the scientific research capabilities of Yinggeshi Science City. At the same time, Dalian High-tech Zone will build a clean energy industrial park to undertake the industrialization of the transformation of scientific and technological achievements of Yinggeshi Science City. The park actively explores green electricity resources such as wind energy and solar energy, attracts projects, and builds a green electricity operation demonstration industrial park.

Building an innovation source center

Wang Xiaoli introduced that when Rongke Energy Storage was established, my country's vanadium batteries were still in the laboratory stage and had not formed an industry. Rongke Energy Storage and the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences have established a technical team of more than 100 scientific and technological personnel, and have continuously invested in scientific and technological innovation and industrial development. They have continuously overcome a series of core technologies such as basic electrochemical technology, core material technology, and battery stack technology, and have achieved independent control of technology and industrial chain in the field of all-vanadium liquid flow batteries.

The advantages of R&D technology have injected fresh water into the source of enterprises. In March this year, Rongke Energy Storage won the bid for the Three Gorges Energy's Xinjiang Jimusar all-vanadium liquid flow battery energy storage project, and in May, it won the bid for Xinhua Hydropower's 175MW/700MWh all-vanadium liquid flow battery energy storage project in Wushi, Xinjiang, constantly breaking the project scale record of the all-vanadium liquid flow battery energy storage industry.

"Our research team has carried out a series of cutting-edge research around the key scientific issues and application needs of energy storage technology, and has achieved a series of important results in battery materials, energy storage mechanisms, and system integration." Li Xianfeng, researcher, doctoral supervisor, deputy director, and director of the Energy Storage Technology Research Department of the Dalian Institute of Chemical Physics, Chinese Academy of Sciences, introduced.

The exploration path of Rongke Energy Storage is a microcosm of the energy storage enterprises in Dalian High-tech Zone strengthening scientific and technological innovation. As an innovation highland in Dalian, Dalian High-tech Zone fully utilizes the local resource advantages in the energy storage industry and promotes industrial development with strong innovation source capabilities.

In the western part of Dalian High-tech Zone, Yinggeshi Science City is under construction in full swing. With the goal of becoming an innovation source center with international influence, it will greatly enrich the local innovation and entrepreneurship ecology in the future.

At present, one after another "national" scientific research institutes have settled in Yinggeshi Science City: more than 1,200 teachers and students from 16 scientific research units of the School of Energy of the University of Chinese Academy of Sciences have settled in; Rongke Energy Storage also plans to build the Dalian Yinggeshi Science City New Energy Storage and Hydrogen Energy Technology Innovation and Industry Incubation Platform Project here from 2024 to 2025...

Du Yan introduced that by the end of 2024, Yinggeshi Science City will have 4 batches of laboratories completed and delivered, and the experimental teams will settle in. Dalian High-tech Zone will promote the two-way layout of "scientific research + industry", encourage the settled laboratory teams and enterprises to build industry-university-research alliances, stimulate the vitality of the technology market, enhance the innovation ability of enterprises, continue to accelerate industrial cultivation, and promote the coupling of science and industry by attracting investment. At present, the park has locked in 33 key cultivation projects.

Policies promote the transformation of results

How to make the research results in the field of energy storage land better and faster? In order to fully stimulate the creativity of scientific researchers, Dalian City and Dalian High-tech Zone have worked together to promote the transformation of scientific and technological achievements by building high-level scientific and technological innovation platforms.

Li Aikui, a professor at the School of Electrical Engineering of Dalian University of Technology, is one of the beneficiaries of these measures.

In the past, teachers' research results needed to be transferred to related companies for transformation. Now, the school allows teachers to run businesses. Relying on the Shanghai Technology Exchange service platform introduced by Dalian High-tech Zone, Li Aikui established a company with technology as a shareholder. This greatly inspired him to iterate technology and expand the market.

"The main work of our company is to do a good job in the status evaluation of energy storage power stations, fully grasp the safety, health, and call capacity of power stations, and then improve the utilization rate of energy storage power stations." Li Aikui introduced.

In Dalian High-tech Zone, a series of new systems and mechanisms for the transformation of scientific and technological achievements have promoted the new energy storage technologies hidden in the "bookshelf" to the "shelf" continuously, and also allowed the energy storage companies in the park to get more nutrients.

In addition, the innovative policies issued by Dalian High-tech Zone, which are both down-to-earth and targeted, have provided great support for the development of the energy storage industry. A number of cutting-edge technologies that sprouted in the park have been put into practice, and more energy storage companies have set sail here.

In 2023, Dalian High-tech Zone issued the "Several Policies of Dalian High-tech Zone to Aggregate Innovative Elements to Promote High-quality Development of "High and New" (Revised in 2023)", namely the newly revised "Twenty Articles on High-tech" to promote industrial innovation.

In order to effectively promote industrial transformation and upgrading, Dalian High-tech Zone launched the "Twenty Articles on High-tech" as early as 2020, investing real money to effectively enhance the innovation momentum of enterprises.

The newly revised "Twenty Articles on High-tech" in 2023 focus on important links such as talent introduction and training, scientific and technological innovation, innovation and incubation platforms, science and technology finance, enterprise rewards, fixed asset investment, transformation and upgrading, and make policy guidance one by one, and make targeted efforts. "Take the innovation support for new technologies and new products of enterprises as an example. Key enterprises can receive a maximum subsidy of 10 million yuan for projects with R&D investment of 5 million yuan or more within two years, either independently or in cooperation with other small and medium-sized enterprises and universities and research institutes in the region."
